Global Europe? The new EU external action instrument and the European Parliament

This article investigates the involvement of European Parliament (EP) in preparations new EU external action financing instrument (2018–2021). From an explorative perspective, we analyse how EP contributed to changes development policy discourse that prepared this fundamental reform, and reform itself by promoting its priorities preferences during negotiations. We propose three potential research directions on EP's role changing function field within policies. The analysis negotiation process describes used co-legislative introduce other two roles: budgetary control supervision. complex nature perspectives co-legislators create uncertainty these will affect influence EU's policy, established approaches.
